The success or failure of a software development project rests heavily on the preparation and planning done before the first line of code is written. My skills and experience are best taken advantage of when I am involved in the early stages of a project. Post-deployment issues such as system maintenance, customer support, daily operational processes and the ease of system expansion in both foreseen and unexpected directions should all be addressed in the early-stage system development plan.

Technology: I am a passionate follower of technology and have an intuitive sense of market trends and directions. The value of any knowledge of technology lies in how well it can be applied to a specific task. Skill-set aside, my understanding of technology as it is applied for use in business and industry is extremely broad. I have worked with ‘C’ level managers and IT staff, with small business and Fortune 500 companies, with software development, IT infrastructure and high-tech product sales. Visitor Profiling/Internet Marketing: I have pioneered many technologies and methodologies to build detailed profiles of website visitors in support of next-generation Internet marketing programs. I have developed custom environments to maximize the effectiveness of web marketing programs including detailed reporting and analysis showing direct relationship between costs and results. I have written software to dynamically present variable data (web, email and print) on-the-fly to tailor a message for an individual profile.

Significant experience and success generating web traffic through optimization of webpages for Search Engines (Google, Yahoo, Bing) as well as strategic Pay Per Click marketing campaigns. Developmental Experience
Browser-Based Software Development: I have significant experience developing in HTML, CSS and JavaScript. I am an active user in many JavaScript related libraries such as JQuery, MooTools and ExtJS. My projects over the past several years have all relied heavily on AJAX and JSON. I have worked extensively with client-side data storage including browser cookies, Flash cookies and HTML5. I develop standards-compliant code and am all too familiar with the twists and caveats of publishing software that works equally well on all browsers and devices.

Server-Side Technology: I have significant experience in developing rich OOP applications using PHP. Although I am familiar with many PHP related frameworks, I have chosen to write my own and deployed software on it for the past five years. I am a long time MySQL user and have excellent database design and analysis experience. Although I have always used them for specialty purposes to support a PHP system, I have written numerous subroutines in Bash, Perl and Python. I created numerous solutions using specialty libraries such as matlib, octave, scipy, OpenLDAP, OpenSSL, CUPS and PostScript.

Code Management: I regularly use code versioning systems (Subversion, Mercurial), bug tracking (bugzilla,BitBucket) and have maintained public open-source libraries.

Systems Administration: I have experience with administration and creating custom links to email systems (Postfix,Exchange) including bounce parsers, metered delivery based on domain host and delivery tracking. I have integrated solutions with directories including LDAP, Active Directory and Open Directory. I have significant experience creating read/write gateways into proprietary data environments such as SAP, AS/400 and a number of accounting platforms.

Vertical Market Experience: Previous projects have left me with a high-level of understanding for data integration, compliance and deployment to Real Estate, Mortgage, Commercial Print and Legal markets.

Founded technology and marketing company for residential Real Estate agents. Created detailed business plan and raised close to $1 million in seed-level funding. Hired and lead our team of 22 to develop and market a revolutionary product which made a dramatic impact in a crowded marketplace.

Directly managed and participated in five person development team that created AgentStudio, a web browser based publishing and marketing system that includes an easy-to-use, non-technical web site editor, a highly functional contact manager, group calendar, and marketing management. The system includes custom designed weighted search engine for finding residential property which includes detailed information collection for profiling of system users. I designed custom in-house systems for customer service, sales force automation and merchant account integration.

The Agent Workshop provided one-stop marketing services including in-house video production and delivery, Flash media production and delivery, variable data digital printing (HP Indigo press), email marketing and event promotions for hundreds of Denver area customers.

After building the platform and client base, I successfully licensed the AgentStudio platform and transferred its client base to Battle Creek Technologies in May of 2007.

Developed systems for monitoring and supporting global systems that required 24/7/365 uptime. Designed and managed deployment of global messaging systems using Microsoft Exchange 2000, CommuniGate Pro, instant messaging, forums/newsgroups and audio/video conferencing.

Created homogenous environment where Windows, Solaris and MacOS machines could co-exist seamlessly on the network as equal members of the global domain. Managed all internal Help Desk and support facilities including support for global contractors in India and Japan.

Managed evaluation, purchasing, deployment and support for Rational development software (Development Studio, Test Studio, Analyst Studio, Clear Case MultiSite, ClearQuest), BEA development system (WebLogic and Tux clustered servers) and Systems Union accounting software (delivered through Citrix Metaframe). Designed and managed implementation of global Intranet that included Knowledge Management, CRM/SFA, development and customer service timesheets and access to web-based data stores (WebDAV). Implemented global security through CheckPoint Firewalls, Cisco IPSec tunnels, PKI certificate systems and IP filtering. Created global VPN/remote dial-up program for remote and mobile users to provide global secure access to network functions from the road and home offices.

Managed global migration from Windows NT/98 to Windows 2000 (client and server), migration of mail and domain systems and implemented global anti-virus system (Symantec and Network Associates/McAffee). Managed testing programs to evaluate impact of emerging technologies (such as Windows and Office XP).

Responsible for weekly project reporting to senior management, quarterly reviews with staff and monthly/quarterly/annual budgeting. Responsible for an annual departmental budget of $4+ million. Qwest liquidated our subsidiary during some well-publicized budget problems. I managed the sale of our technical IP assets, aided in the transition of our various foreign branches after their sale to other companies and oversaw the absorption of the remaining systems back into Qwest.

Biography
I was a state champion in debate and an Honor Thespian in high school and college. I am an avid fan of Science Fiction, a deadly RTS gamer and a firm believer in every citizen's responsibility to be politically aware and active.

This June I celebrate my ninth anniversary with my wife Mary Perkins.
We have a seven year old son, Quinn Perkins III (both of us are named after my paternal grandfather) and a three year old son, Augustus Charles Perkins.

I am a volunteer at my eldest son's school, managing the Science Fair and Science Club programs. My wife and I are also active with Magic Moments, a non-profit community theater group that provides funding and stage experience to special needs members of our community.
